UK - Fluoridation in Sandwell

Dear Sandwell Metropolitan Borough Council,
Can you give me information on the council's decision making process regarding the fluoridation of the water supply please.
I'm hoping for dates, discussion(eg links /material/ whose remit it is within both political and executive office), and when matters relevant have been put to the vote or not ; when decisions have had a political input and/or executive input.
Of course I would appreciate any other relevant information that my evident ignorance of the subject might preclude me from asking on the subject matter.
