There are some mistakes here.
(1) It is incorrect to say that fluoride is an "essential component" of body fluids and soft tissues. It may be present as a result of ingesting it in food or water, but it is not essential to the structure or function of any part of the body. On the contrary, it is a poison that accumulates in the bones throughout life, may cause arthritic and fracture problems, and has been implicated as a probable factor in the development of the bone cancer osteosarcoma.
(2) Sodium fluoride is not the form usually added to water supplies to fluoridate them. Normally hydrofluorosilicic acid or sodium silicofluoride is used. These chemicals are waste products from the phosphate fertilizer industry; they are obtained by "wet-scrubbing" the corrosive gasses that would otherwise be emitted from the factory smokestacks and are officially classified as hazardous wastes.
(3) The belief that fluoride incorporated into developing teeth renders them more resistant to acid attack is outdated. On the contrary, it causes fluorosis - a mottling of the teeth that in a minority of cases can be highly disfiguring and even, rarely, result in breakdown of the enamel. However, fluoride's topical role in assisting remineralisation of the tooth surface is still generally accepted.
What is the evidence that fluoride incorporation reduces the depth of pits and fissures?

So, topical fluoride - yes. Ingested fluoride - as little as possible.
