The Centre for Oral Health Strategy has unanimously agreed that Lithgow's water supply should be fluoridated.
The council voted last year to adopt fluoridation and prepare a report into the implementation.
The Fluoridation of Public Waters Advisory Committee has considered it and will now recommend to the New South Wales Government that fluoride be added to the city's water supply.
It follows years of debate about whether the supply should be fluoridated.
