The mineral strengthens tooth enamel but, due to improvements in toothpastes over the past 50 years, the boost to oral health of adding it to water has been largely reduced, the study found.

Strange it wasn't published before the debate in parliament earlier this year.
Majority of comments are against. Many pointing out that a) any benefit is due to topical use, b) those with the worst teeth have probably replaced water with juice and fizzy drinks.

I am a retired orthodontist and so had skin in this debate. If a patient had poor oral hygiene it was an absolute contradiction to starting treatment. Poor oral hygiene goes hand in hand with a poor, high sugar diet. This is something that is absolutely under the control of parents. Just because some parents are too uncaring or lazy to look after their children properly it is no excuse for making the whole population ingest fluoride. They can use fluoride toothpaste if they so desire.
Poor dental health is not a disease of poverty, as is commonly stated. It is a disease of affluence, just like obesity.
Fluoridation of water is no more justified than lacing the water supply with statins to prevent the cardiac disease caused by obesity.
